Google Scholar weighs the full text, authorship, publisher, and how often the work has been cited in other literature to determine a relevancy ranking. The most relevant items will be at or near the top of the rankings.

You can limit your search to open access only to get journal articles and books that are free to download. There is no search capability but the titles are organized alphabetically by language so they are easy to find. Topics range from Ada to XML.
